The United Auto Workers and the State of Michigan failed to agree on a new contract, primarily because of a dispute about proposed cuts in health care. Both sides then made their case in front of the Michigan Civil Service Commission, which was slated to make a final decision this afternoon. The tie vote delays final resolution until some time in January, and both sides were urged to continue negotiating.
