Under House Bill 5972, which Meltzer is sponsoring, the licensing procedure for handguns is eliminated and replaced with a simple registration process with few requirements. Eliminated are provisions in the law outlining who is qualified to obtain a handgun license, including one which says you must be a “citizen of the United States and…a legal resident of this state.”
Meltzer also proposes taking away from local police the ability to deny a handgun license if there’s probable cause the applicant is a threat to himself or others or will violate the law. Insanity is also out the door as a reason for denial. Which given the bill’s sponsor probably makes sense.
